Will pepper oil or garlic oil prevent cats from chewing on plants?

We don’t own any cats (or any other animals) so I don’t know why the local cats have started using a small patch of lawn right under my living room window as a bathroom. It smells terrible, I have tried the cat repellents sold in stores but it hasn’t helped to keep them away. Now that the summer heat has arived the smell is really awful. Anyone got any ideas on how to get rid of the odor and to permanently discourage the cats?
I have one rose bush and a jasmine vine, other than that it’s just grass.

Neighbor’s cats are using my garden as their litter box. Do you have a way to discourage them?
