Another one is to contact the HSUS, get a bunch of people to contact the HSUS if conditions are horrific, abusive, dirty, lack of care or whatever. They will do an inspection and the shelter will have to abide by their findings. It takes a little time, but our local shelter just got inspected and we're about to receive a final report soon.
