There is a spray you can get from your pet store that you can use on the areas where your cat is peeing. It removes his scent which is why he keeps going back to the same place. Also he may not like the kitty litter. Try a different brand.

Is he neutered? If not it could be him 'marking his territory'. Even neutered male cats do that sometimes. It is possible he has a UTI, make sure he is eating and drinking okay and that he doesn't look sick. If you suspect he does, take him to the vet. In the meantime get a spray bottle, fill it with water and, when you can, spray it at him. It won't hurt him, but he wont like the noise or the water, and it will teach him not to do the behavior anymore. Also there are devices (electrical, and otherwise) that will make a noise or do something that keeps the cat off of a specific piece of furniture/ area. I saw them at Drs Foster and Smith. I'd check out their website they have a lot of helpful information and products.
