The one kitten walking away is completely fine with the other being the alpha. If you want them to stop you should keep their bowls separate and far away from each other. Also watch them as they eat for some time and make sure they eat from their own specific bowl. Hope that helps. But, try separating the cats for a while. But, before, Put their food down together and if he tries it again then put him back to his bowl.
