is not bullying, just survival of the fitness.
you could feed from separate bowls, in separate rooms, thus keeping an eye on food intake of both cats. once they have gotten accustomed to eating from their own bowls, you could try feeding them in the same room.

Put the cat that keeps taking the food in another room when he does that and let the other cat eat first until the other one learns that it's not ok, that way he'll learn.

Everytime the kitten goes for the other kittens food, just as he's about to eat it move him back to his bowl, so you'll have to watch over them.

Also try feeding them at different times.

cats like dogs have dominance issues there is always 1 dominant animal.this is just another form of it. if it really bothers you get a squirt bottle and watch the 2 of them eating if you see the 1 go to the other's bowl pick it up and give it a few squirts from the water bottle

they will do this because they know which one is theirs and will eat the other one because they know that they can eat both if they do that. because it knows the other one will just walk away. it isnt really bullying. you may have to feed them in seperate rooms or at different times.

I have dogs that do the same thing, it's merely them showing that they are the alpha male/female. The one kitten walking away is completely fine with the other being the alpha. If you want them to stop you should keep their bowls separate and far away from each other. Also watch them as they eat for some time and make sure they eat from their own specific bowl. Hope that helps.

If the one that is eating his food is the oldest, that could explain it. But, try separating the cats for a while. But, before, Put their food down together and if he tries it again then put him back to his bowl. If he does it yet again, take the bully and put him and his food somewhere else away from the other.
