My cats started peeing outside the box and now pee anywhere in my basement. How can I stop this?

I have three cat boxes, one for each cat and we clean them everyday. I cleaned them once and immediately after, the cat pooped in the middle of the floor anyway. I have a big family with lots of kids and little kids. Ages 2-18. And some adults too. I’m one of the kids. We have two dogs and we are getting a cat today. The cat was found by a family as a stray and now we are adopting her from that family. We believe the cat is deaf. She is about 5 years old.
We took the cat home for about an hour a few days ago and the cat pretty much spent the whole time hiding. The dogs and the kids did pretty good.
