How do I get cat pee odor out of a baby stroller?

Hi there, I was given an almost new double baby stroller, for my 15 month old daughter and my baby that’s due in December. Only problem is that there is a cat pee smell I can’t seem to get rid of. I took out the padding that was removable and washed it in the washer, which took care of the smell in that part. But the unremovable stuff still smells even though I washed it down with disinfectant mixed with hot water and febreeze. I saturated the whole thing with this mixture and it still has a lingering cat pee odor. What else could I safely do to try to get rid of this smell?

My family think that she rebels so, because the lack of attention for her. What do you think? Why does she do it? And how to teach a cat not to pee on the floor?
