What to do when complaints to animal welfare about sick cats goes on with nothin being done?

Many complaints over the years have been made, nothing has been done. A dead decomposed cat was discovered under the bed and in 12 months there has been 21 cats and only 9 left and 7 of those were only born 6 months ago. 4 are female so the cycle will start over again. Cats are dying of cat flu and are made live in a room 10FT12ft with no litter trays and no fresh water given daily. What steps can be taken when nothing is being done? Complaints goes nowhere.

Can cats catch Avian Flu other contract other diseases from eating bird droppings?

We have an atrium in our home that is open to the sky. Birds perch on the roof and sometimes their droppings fall into our tiled atrium. Our cats are indoor cats but are allowed to go into the atrium because it is completely enclosed and safe from the outdoor hazards of coyotes, cars, etc. But I’ve noticed that one of the kitties seems to be eating something on the floor of the atrium and I suspect that it can be excrement from the birds. If it is true, it is totally gross and not typical of my fastidious little animals. Any ideas out there?

What diseases should a new cat coming into an established cattery be tested for?

I have established a small cattery, a couple of kittens from the same breeder now i want to bring in another from a different breeder. My vet said my kittens were disease free and did not require the cat flu vacine.
Should I give it to them now i am getting another from a different breeder ad what other diseases should I test the new cat for before introducing her.
