You would want a 10 blade to cut the fur but it will leave some hair. I recommend getting it from a pet store since they will likely have the 10 blade available. Also fill out the warrenty! 10 blade cuts the fur down enough not to leave them bald. 40 blade will remove all hair,leaving them bald in shaved area. You want it to advertise that its quiet so you don't freak the cat out! You need to get clippers such as Oster.

I'm not sure why her hair would be matting so much/frequently that you'd need to shave her if you are brushing her really well on daily basis. Any small clippers will do.
