There are clippers available at most pet supply stores.

I suggest someone to HELP you restrain the cat if you do not have her sedated by a vet. Most cats get upset at the noise.

Me... kittyslave23... I know my place.

You need to get clippers such as Oster.
You would want a 10 blade to cut the fur but it will leave some hair.

I recommend getting it from a pet store since they will likely have the 10 blade available.
Also fill out the warrenty!

10 blade cuts the fur down enough not to leave them bald.
40 blade will remove all hair, leaving them bald in shaved area.

You want it to advertise that its quiet so you don't freak the cat out!

Daily grooming with a cat comb should keep the mats at bay. Long haired cats have to be groomed every day. I would check with the groomer to find out the best clippers to buy and where to buy them.

Are you brushing her regularly? I'm not sure why her hair would be matting so much/frequently that you'd need to shave her if you are brushing her really well on daily basis.

Any small clippers will do. There's not one that you need to buy specifically for cat fur. Just a small man's mustache/beard trimmer would work fine.
