Why do my cats keep on trying to bite each others necks?

I have two male cats both neutered and they are best friends but all the time i see them stare at each other like start play fighting or something and i always notice that my cats try to bite each others necks..is this normal? What does it mean?

    ‘Cause they are cats and all cats enjoy the game of hunter and prey even if it means with each other. This often involves biting about the neck. It is just something that cats do. Let them enjoy it.

    Because in nature a cat will bite it’s prey in the neck to kill it. Don’t worry your cats won’t kill eachother. They are just play fighting in much the same way two little boys play cops and robbers. I wouldn’t worry about it. It’s VERY normal.
